In October 2025 — five months ago — Cobra published his Planetary Situation Update and stated that for The Event and/or possible Delta Option, he was allowed to give one cryptic hint. That hint was a direct link to the Wikipedia article on the Insurrection Act of 1807.

The Insurrection Act is the specific legal mechanism that enables the arrests component of Delta Option. It is a US law that authorizes the President to deploy military forces domestically. In this context that military is the Positive Military faction — elements within the US military aligned with the liberation agenda — executing arrests of mid-tier Cabal operatives on US soil. The hint is pointing at the tool that makes those arrests constitutionally executable.

What the Insurrection Act of 1807 Actually Is

The Insurrection Act of 1807 grants the President authority to deploy active military forces inside the United States when civil authorities are unable or unwilling to enforce federal law, suppress rebellion, or restore order. It does not require a declaration of full martial law — it is a constitutionally grounded grant of presidential authority with historical precedent. The Full Record — Delta Option 2018 to 2023

Delta Option was introduced in November 2018 as an emergency contingency plan. Dark forces had near-unlimited free reign on the surface. Certain Alliance and Agarthan factions were losing patience and preparing unilateral military action — action Cobra warned could wipe out humanity. Delta Option was the controlled alternative.

"Instead of waiting for the optimal conditions with toplet bombs removed and non-physical Archons removed, a certain 'special forces group' would initiate removal of some factions of the Cabal within USA only. None of the Chimera, Archon, Black Nobility or Jesuit members would be touched in this operation. They would keep a low profile and show a friendly face. Three days later Cobra clarified: Delta Option covers only certain pre-Event aspects. The general Event plan had not changed. Activation only as a last resort. Key conditional logic established: the less stable and worse the situation within the USA becomes, the more probable Delta Option becomes.

As of early 2026 the US Department of Justice has released over three million pages of Epstein files under the Epstein Files Transparency Act. The releases have confirmed Epstein's documented connections to the Rothschild banking family, FBI documentation describing Epstein as a co-opted Mossad asset, and his role as the central node connecting Israeli political figures, Rothschild banking, global politicians, and intelligence networks through a blackmail-based control architecture.
